Editing in Audacity Version 1.3 Windows

I am a new user and I have two questions:
1. How do you INSERT space between narration (or music) and how can you resize the space bigger or smaller?
2. How do you move a selected area of the music back or forth so it aligns with a specific narration section?

You can split a track by clicking at the point on the track where you want the split then select from the Edit menu "Split" (Ctrl+I).
You can then drag sections left/right using the "Time Shift" tool. http://manual.audacityteam.org/man/Tools_Toolbar
