Unable to Open Manual (in web browser)

Every time I click Help/Manual (in web browser) my PC starts installing Roxio. Just plain weird. I have not allowed the install to continue as Roxio is already installed and I fear continuation will screw it up. In a similar vein HELP (in web browser) does not start at all let alone try to install a product. I have no clues why this is happening. Any guesses?

BTW: the manual is in the 'Manual' folder on my hard disk in Program Files/Audacity/Help/ and that has not alleviated the problem.

Environment:
Sony VAIO all-in-one, Intel e5200 Dual Pentium, 4GB Mem, 500GB HDD, running Audacity 1.3.12

Other than the issue above--and the learning curve with Audacity (I'm a newbie to it)--all the Audacity features I have used (not that many) have worked without a hitch. However, I would like to be able to open the manual when needed instead of having to go online to read it.

That's a new one, and yes very weird.
Does clicking on "Help > Manual (in web browser)" open your web browser (if your web browser was previously closed)?
What web browser(s) do you have installed on your computer?
Which exact version of Audacity do you have? (look in "Help > About Audacity")
