When I import an MP3 and try to record an error pops-up.

When there is no MP3 imported into Audacity, I can record. But when I import an MP3 and try to record or play, an error pops up saying:
Error while opening sound device. Please check the input device settings and the project sample rate.
Help? I was using Audacity a while ago with no problem then this popsup .. ?
*Edit: The programs I have open are: I.E. , Audacity (Apparently) , and Skype .

Could you try this test.

Open Audacity
Generate menu > Tone (generate a 30 second sine tone)
Click on the Play button.

If you get the same error message,
Shut down Skype completely,
Close and restart Audacity,
then go to "Edit menu > Preferences > Devices" and check that your sound card is selected as the playback device,
then try the above test again.
