Preferences tabs missing 1.3.12 beta

Tutorial for Windows 1.3.12 beta advised to select Preferences from Edit and choose tab. There are no tabs. Seems to be mismatch with tutorial.

then I have made a correction (changing "tab" to "section").
If it was another tutorial please let us know.
