Can't make effects work.

For the "90 LADSPA plug-in set". The download is an installer. You need to run the installer - it will install the LADSPA plug-ins, then restart Audacity.

For VST plug-ins - note that Audacity has only partial VST support so some plug-ins will not work.
You need to put the VST ".dll" files into the Audacity plug-ins folder, then in Audacity go to "Edit menu > Preferences > Effects" and enable "Rescan VST effects..." then restart Audacity.

I'd strongly advise not to install too many effects initially. Audacity 1.3.12 includes a lot of effects as standard and only a few extra ones are likely to be of use to you. Having a lot of effects installed can slow down the launch time of Audacity, and finding the effect that you actually want is more difficult if you have a lot of effect and so will slow down your productivity.
