Opening 1.3 beta displays the meter toolbar undocked and covering the full width of the monitor with output level meter on top and input level meter below. The rest of Audacity is not present.
I am using Windows XP Sp2.
Prior to opening the beta I was using 1.2.6 in which I would undock the meter toolbar I still had 1.2.6 installed when I installed and opened the beta.
I uninstalled both versions, restarted the computer and reinstalled the beta only.
When I opened the beta I still had the same situation
