how to convert stereo to mono

I've a file in stereo format shown below. The file can be listened in other audio player normally though there's "sy........" noise in the background. However when I load it in Audacity, the audio is very badly listened. I want to try to remove the upper channel which is weird. Can this be done in Audacity?

I found the function of changing to mono and remove the left channel. However the quality of the right channel is bad comparing with the playing output from other audio player. I still can't listen clearly to the right channel, unless I use other audio player.

I've also tried Wavosaur to edit the same file, but the result is the same as Audacity 1.3. I don't see what's wrong to the audio file. Why is it happened like this?

Wow, that's some seriously damaged signal - the Left channel looks totally (over)saturated and the right channel is not centred on the zero line.

Where did you get this file, is it an import from somewhere, if so what type of file is it? Or did you make this recording yourself?

I converted a drm wma to this mp3, and import it. I want to use Audacity to remove the noise and amplify the voice.

I don't know that you can rescue that. It's almost not an audio signal. This is normal...

How did you get the show between Windows Media and that file? If it's protected music, you can't just drag it.

And way down on the bottom of all this, you can't just strip a voice from a mixed music presentation, amplify it and put it back.

The unprotecting software may not have done a particularly good job, or it didn't remove all the protections. That's not normal audio.
