GSnap Problems

I realize that similar questions have been asked before, but after considerable trouble (4-5 worth of browsing to find an answer), I think that its sufficiently different to merit asking here.
So, I have Audacity, the 1.3 beta. I downloaded GSnap, saved it under the plug ins folder in Audacity. I opened Audacity, recorded something, highlighted it, and clicked effects. On the list, I clicked GVST GSnap. Then, the GSnap UI comes up. I adjusted all the dials to the "T-Pain" setting just to test it, as I thought it would have the most audible effect. I then told it ok, and Audacity processed it. I played the sound clip, now with GSnap. There was absolutely no change whatsoever. I then repeated this upwards of 10 times, even restarting my PC and re-installing both Audacity and GSnap. What the heck is wrong?
Again, I do not have a problem of GSnap not showing up in the effects menu, etc. It just simply doesn't effect my sound clip. Any help would be appreciated, thanks.
BTW, Running 32 bit XP.
