Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

So there is, and I've got an idea what the problem might be.

Do you have a "Tag Editor" program for editing the id3 tags (metadata) in MP3 files?
(You can do it in Audacity, but Audacity needs to decode and re-encode the MP3 file and it would be better not to do that).

Perhaps you can edit the tags in iTunes?

Delete the "Comment" tag, then re-upload the file and see if the file then works. (there's some non-ascii characters in the comment tag that may be causing the problem)

P.P.S. But how strange that Safari 5.0.3 will play an mp3 uploaded via a much older version of Safari but will not play an mp3 uploaded using Firefox.

Does the suggested fix work?
If you've not got a tag editor or you're unsure how to do it I can edit it and upload it somewhere for you.
(I've not got Safari installed so I can't test it myself)
