I am having the same issue; using Audacity 1.3.12 beta on Windows 7 (64 bit) while exporting multiple labels and on the 9th - 11th track, it gives me the error message; i also checked to see if i inadvertantly had any of the charchters not allowed, and don't . . . perhaps it is the length of the label name because i am transiterating arabic words and phrases, by syllable:
tracks 1 - 8 are exported as mp3 files, while tracks 9 - 11 are not?
track 1 = spell reading kal-3ih-nil-man-fuu-shi 22.1.1
track 2 = spell reading lay-la-tul-qad-ri 22.1.2
track 3 = spell reading akh-ra-ja-til-ar-DHu 22.2.1
track 4 = spell reading min-ah-lil-ki-taa-bi 22.2.2
track 5 = spell reading 3in-da-dhil-3ar-shi 22.3.1
track 6 = spell reading yam-na-3uu-nal-maa-3uu-na 22.3.2
track 7 = spell reading wa-hu-wal-gha-fuu-rul-wa-duu-du 22.4.1
track 8 = spell reading dhuul-3ar-shil-ma-jii-du 22.4.2
track 9 = spell reading la-qad-kha-laq-naal-in-saa-na-feeeee-aH-sa-ni-taq-wii-min 22.5.1
track 10 = spell reading a3-Tay-naa-kal-kaw-tha-ra 22.6.1
track 11 = spell reading a-aaaal-aa-na 22.6.2
I think it is track 9 that is causing the issue. What is the maximum length of characthers for a label name?

I reduced the number of characthers in track # 9; and was able to successfully re-export multiple labels and all 11 were fine.
Until I was listening to them, the last three tracks (#9 - #11) it sounded very loud and had a vibration to it; so I played around with original track again, and the "gain" had somehow increased. I readjusted it and attempted to re-export multiple again; and was surpised to receive the same error message; 8 of 11 tracks were exported. Will reboot my system and see if that works.

I rebooted and was able to re-export multiple labels; and all 11 were fine, even the sound quality. I am unsure if it was the length of the label name, or perhaps I just needed to reboot.
Any insights would be appreciated because I have more 5 tracks to split, and the examples are longer; hence the label names will be longer.
