"Program Files (x86)" is only on 64 bit versions of Windows 7 Home Premium, Professional, or Ultimate edition.
Which version of Windows do you have?
Which VST effect are you trying to install?
What is the full path to the Audacity plug-ins folder on your computer?
(for example: C:Program FilesAudacity 1.3 Beta (Unicode)Plug-Ins)
What is/are the file name(s) of the VST plug-in that you have put into that folder?
