Importing Problems-White Noise

I just recently downloaded Audacity.
I've been trying to get a song onto Audacity to edit it for a school project. I finally managed to get more than less than a second of the file onto the program, but when I hit the play button all it gave me was white noise, the static-y kind that you get from a bad TV channel. It is an mp3 file, obtained from a website that pulled the file from a Youtube video. I only want to cut out part of the song, so the fact that this is happening is adding to my overall stress, and quick responses would be very much appreciated! I desperately need some help!

Check that you are using the latest version of Audacity (1.3.12) and have FFmpeg installed.

I am definitely using the latest version of Audacity. I'm not sure if I got FFmpeg installed or not. I went through the installer but when I started up Audacity again and imported the file, it did the same thing to the file. How do I check if FFmpeg got installed?
