Are you doing any of this on a video system? That's about the error between drop and non-drop SMPTE timecode. Koz

No it isn't. You're error is too big. Back to the sampling error.

hmm, I only have the option in my encoder to pick 22 or 24

What happens if you play the exported WAV in VLC?
