Editing problem

On my recorded track, I'm using the selection tool and when I place the cursor in one place and in order to select a small section, the editing jumps ahead one full second, rather than smoothly a fraction of a space. It only makes these one second jumps. I checked manual and can't find which item to fix problem. It hasn't done this in the past.

Toward the bottom of the Audacity window there's a tick box "Snap To"
Switch it off.
