Are you asking about the "Audacity Mixer Board" - or something else? I am unclear from your post.

AFAIK there is no "master" in the Mixer Board. What you get is a panel for each track which replicates the controls from the left of each track plus a meter and an icon (not that if you give yoour tracks names like "guitar", "violin" etc the icon will change from the Audacity logo to an idegram of the instrument). The mixer board allows you to control and monitor each track - and note that changing anything in a track in the mixer boar will also make the same change in the normal Audacity window and vice versa.
I suspect that you are looking for a single Master set of controls which will operate on all tracks with gain and pan. If so then there is no such master.

That refers to the main volume control of your sound card mixer. Some sound cards on some machines allow access to their controls by other programs (such as Audacity). For other sound cards or computers access to the sound card controls may not be available to programs and may require that the user goes into the Windows Control panel to change the sound card settings. There's a lot of variations concerning the mixer toolbar due to inconsistencies in how sound card drivers behave.
