Any help is greatly apprechiated.

This is not a normal problem, so there is probably something that these computers have in common that is causing the problem.
What sort of computers are they?
What sort of speakers?
Do you have a microphone or headset connected?
Do you have "Software Playthrough" selected? (bottom of the "Transport" menu - if you do, switch it off).

Can you give a step-by-step method for us to recreate this problem?

64 of the computers are desktops made by Stone computers. 2 others are made by Dell.

Step by Step.

1) Log into the win 7 computer
2) Plug in the headphone
3) Open audacity 1.3.12
4) Generate a Tone
5) Play that tone
6) Stop the tone

'Do you have "Software Playthrough" selected? (bottom of the "Transport" menu - if you do, switch it off).' This wasnt enabled when i looked, even if it is the sound still plays.

Sorry, I've no idea why that is happening - keep checking back, I'll ask a colleague if they have any ideas.

Is it a USB headset with a mic attached, or just a pair of headphones that you are plugging into line-out?

Does the problem occur if you plug-in speakers instead, or use any inbuilt speakers the computers have?

Win 7 computers often have sound playback "enhancements" turned on. :? Have you tried turning those off? Go to Sound in the Windows Control Panel. Click the "Playback" tab, then right-click over "Speakers" for the motherboard sound device (assuming you are plugging into line-out) and hit Properties. Click the "Enhancements" tab, put a check in "Disable all enhancements" then click OK and OK.
