Weird chirping sounds and problems selcting points on tracks

When I open Audacity 1.3.12 i get a strange chirping sound that sounds almost like crickets. It never lasts the same amount of time and also shows up at random times while I'm running the program.

My second problem is that I cannot select points on my tracks in between second marks. If i try to highlight a section on the track it will only jump from second mark to second mark and no where in between. Any help is appreciated! Thanks! :D

I can fix the second point.
Look near the bottom of the Audacity window and there's a tick box that says "Snap to". De-select that option (no tick in the box).

Regarding the chirping sound - unless someone else jumps in with an inspired answer I think you may need to provide a few more clues, such as which version of Windows, what sort of sound card, what are you set up to record from, any other information that may (or may not) be relevant. (too much information is better than not enough).

Down in the lower part of the work window, you should turn off "Snap To."

You could easily have a feedback pathway. Do you like to record internet audio or are you connected to record a musical instrument? It's not unusual on a laptop to connect the built-in microphone to the speaker system by accident.

Consult the Windows Setup Panels.

windows vista home premium, 64 - bit, lap top built in mike. but the thing is i will hear the chirping when nothing is happening ie: not playing, recording, etc....and idk how to find out what sound card i need. sorry. not technical with computers....

We can't hear the chirping sound on your computer and we can't see over your shoulder, so you need to paint a mental image for use. Describe in detail what you are doing.
What precisely do we need in way of equipment and what steps do we need to take to reproduce the problem?
