I have the following input into audacity:
1x Stereo track (2 channels) @ 32250Hz
1x Stereo track (2 channels) @ 32250Hz
1x Mono track @ 16125Hz
I change the volume on the mono track -5dB, and on the first stereo track +10dB... I hit play and the quality is amazing, exactly what I want. Now I want to export this track so I can play it in winamp...
Export as flac causes audacity to crash completely (it seems to do this because they are at an unusual frequency, works fine with 44.1KHz in similar situation). So I export as WAV instead (can convert to flac later)... the problem is that the quality of audio after I have exported it as WAV is absolutely abysmal. Sounds really distorted and fuzzy. Is there anything I can do about this? Perhaps another file format?

I've not had this problem, probably because I never use such low sample rates, but I'd suggest that you convert all the files to 44.1 kHz / 16 bit before you start, and that should fix all the problems including FLAC Export.
