Default Language Issue

I just installed version 1.3.12 on Windows 7 and its all in Swedish. While I know some Swedish Its a little annoying for me to work with. I followed the directions in the Wiki page and found the audacity.cfg file. I opened it but there is no line that reads [Locale] or any line that reads "Language=". I tried renaming audacity.cfg and letting it create a new one but the new one is also missing the lines needed to change the language or anything remotely connected to a language that I can see. What am I overlooking here?

´Never mind, I managed to fumble around until I found it. For anyone having the same issue the Wiki file isn't correct. It says:
Audacity 1.3 (Beta)
For versions 1.3.1 onwards, Audacity Preferences are stored in a configuration file called audacity.cfg in the Audacity settings folder. The configuration file can be edited with any text editor. The Audacity settings folder is located at:

Windows (except Vista, 7): Documents and Settings<user name>Application DataAudacity
Windows Vista, 7: Users<user name>AppDataRoamingAudacity
OS X: ~/Library/Application Support/audacity
Linux: ~/.audacity-data

To change language, exit Audacity and either change the line under [Locale] to your preferred language, for example "Language=en" (without quotes) to choose English, "Language=de" to choose German, or delete the [Locale] line. Then restart Audacity. If you deleted the [Locale] line you will be asked when launching Audacity to choose your language again.
Mine was in the menu in Audacity. Second tab from the left. Click on the tab at the bottom of that menu. A window pops up. Click on the 5th line on that list. You will see 2 checkmark boxes followed by 3 dropdown boxes and then 3 more checkmark boxes. The 2nd dropdown box is the one to change your language.

I hope this helps save some time for anyone else that gets rather confused by the Wiki page.

The wiki is correct, but you have discovered the other way to do it (through Audacity Preferences).
The reason that the wiki describes the method of editing the audacity.cfg file rather than making the change through the Preferences options is because users have frequently reported difficulty using the menu method (because the menus will probably be in a foreign language). Also, during the development of Audacity 1.3.x there have been some changes to the order in which menu items are displayed, which is a problem if the wiki described the procedure in terms of "Click on the second menu item ..."

You can also open the Preferences dialogue with Ctrl+P.
so instructions for the current 1.3.12 version could be:

1) Ctrl+P (open Preferences screen)
2) Click on the 5th item on the list on the left side of the Preferences screen.
3) Select your language from the 2nd drop-down box.
4) Restart Audacity (most text elements will change immediately but some may require a restart).

Wiki is I believe correct for all versions of Audacity from 1.2 onwards including the 1.3 variants (and changing language in the program is mentioned first before the .cfg method) :
