Can't select passage under 1 second

Can't select passage under 1 second

I'm trying to remove a spike and can't seem to select anything under one second duration. My old version of Audacity worked well for this and I'm sure it must be a setting somewhere, but I can't find it.
Please help.

At the bottom of the work window, turn Snapping off.
