My effects dont appear even after i downloaded and installed all of the plugins and all that yazz. I desperately need help!

Are they are VST plug-ins? If you are using 1.3.8 or later, check "Rescan" in the Effects Preferences and restart Audacity. In 1.3.7 or earlier, just restart assuming you have the VST bridge. See:

If they are Nyquist or LADSPA plug-ins, you just need to restart:
