Getting rid of fisssss fissss ....

Hello to everyone...
I have read all the instructions and wiki etc... tried all different settings etc... but the problem is still there
I am not very technical so the strange topic title... so please stay with me.
although i am not so technical but am a good friend of Audacity for years.... here is my problem:
to help you understand my problem, i have made an photoshop illustration you can see it here:

when i record a song from my computer, then export it as MP3, in those areas marked RED as "B(PROBLEM)", I get a horrible fissssssss fisssssss sound over the song itself, and they are where the singer sings or song goes high pitch... otherwise, when the song or singer are in low pitch and steady, i get the area marked RED as "A(ok)"...
how can i get the song recorded like in A(OK) area, all the way? i think i have some settings wrong.
i have the same problem in 1.2.6 version.
as long as i was using Windows XP, It was ok and no problem.

I am using both 1.2.6 and 1.3 version of Audacity, Windows 7 and i have done all the settings described in wiki.(i also have put my laptop's sound cart IDT high definition audio codec as a Default device)
Can anybody help with a simple language?
