Probably asked and answered several times, but can't find the thread with the search function:
How can i configure Audacity to change the MP3 output to 256 kbps instead of the standard (unchangeable?) 128kbps ?
In older versions of Audacity there was tab "i/o config", where you could configure the lame output data-rate.

In the Export dialogue screen (where you select "MP3" as the format), click on the "Options" button.
I'd recommend using one of the "Preset" values unless you have a specific reason why not to.
