Effects Toolbar

Whenever I record I can't gain access to the effects toolbar.I'm a noob to Audacity.So easy explanation would be welcomed.

Why not? Are the effects all greyed out? If so, then make sure that you have some audio selected and ensure that Audacity is "Stopped" (effects are not available during record, play or pause).
