How to save or export a selection to a new wav file.

I have a win 7 PC. My wife records her line dance lessons (she's a student). She has me start the mp3 player recording when she leaves. (she's very non-tech).
I want to take her recorded WAV file into Audacity, cut off the beginning 15 or so minutes and then save the remaining to a WAV or MP3 file. I have been able to do this on occasion but never with much reliability. Usually, the options I want to use are greyed out.
It seems so simple but it is so elusive. How do I do it?
open a WAV file, select part of it, save it as a new file. That's all!
