Can't find Hard Limiter in Edit Chains list

Can't find Hard Limiter in Edit Chains list

How can I get the Hard Limiter effect to show up as one of the effect options in the Edit Chain dialog? It appears that only the built-in effects are in the list of options. :(

Chains components have to be hard coded one by one. The native applications go first and it's as the developers get to it.
