I am having exactly the same problem with Audacity 1.3.12-beta
Does not matter what settings I use - always records at approx 1/3x speed

What are you trying to record?
Exactly what settings have you tried?
If you are using Windows have you checked the settings in the Windows Control Panel?
If you are using Windows do you get the same problem with "Sound Recorder"?
