I have 56 TomTom commands to convert.

You can, but it would probably be easier to just use a batch encoder program such as oggdropXPd (free and available here: http://www.rarewares.org/ogg.php )
Audacity is primarily for editing, so if you need to edit, then export as Ogg, then Audacity 1.3.12 would be an excellent choice.

oggdropXPd V.1.9.0 using libVorbis v1.3.1 - Generic (1684kB)
Download the file (a zip file) and extract the .EXE file anywhere on your computer.
For convenience you may want to make a Desktop shortcut to the .exe file.
When the .exe file is run, you just see a small square with a cartoon fish (the Xiph Fish
)
Right click on the fish for options.
Drag and drop files on the fish to convert.
