I use WIndows 7 and Audacity 1.3.12 and before 1.3.10. WIth both, I sometimes get no response when I select part of a track and click "cut" on the menu. Likewis the paste command sometimes does nothing. Other commands continue to work. So I am unable to do any meaningful work when this happens.

Is it 64-bit Windows 7? Is this more likely to occur with long tracks or selections (say over half an hour long)? Does the cut/paste occur if you wait, or if you repeat the command? Does using the keyboard shortcuts instead of buttons help?

Have you tried clicking over audacity.exe in Explorer > Properties and changing compatibility to a Vista or XP option?
