Cursor only lites on whole seconds

I go to select a certain cue point in a track, but the cursor will only select at whole seconds, not before or after, no matter where I place and click. I've tried resetting the default for Keyboard in preferences, plus multiple restarts of program. Am worlking in v. 1.3.11-beta with 20 audio tracks per project. Help would be mightily appreciated.
