Hi all,
newbie here. I cannot seem to find the "file formats" tab or feature under Edit > Preferences that Audacity manual tells about. do you think I installed it wrong or is it displayed in some other way?

I think you are looking at the wrong manual.

In Audacity 1.2.x you had to go digging in the Preferences to change the file format. In Audacity 1.3.x you just select the required format in the "File menu > Export" dialogue screen. Some formats (such as MP3) also have options. The options are selected by clicking on the "Options" button in the Export dialogue screen.

For the Audacity 1.3 manual, look in the Audacity "Help" menu.
