Can someone please explain what Pitch (EAC) is, and what it does? I've tried it, but I don't notice any difference, except my CPU usage goes through the roof.

See:

The vertical scale represents pitch. The colours represent intensity. It isn't all that useful except for zooming in on a particular place, or (zoomed out) for getting a simple idea of how pitch is moving in a very simple piece of music with one instrument or voice. You shouldn't try to record with the waveform in that view.

Thanks.

Since I'm visually impaired, it is completely useless to me.

If you were wanting to change the pitch of the audio, Effect > Change Pitch does so without changing the tempo. Effect > Change Speed does so while also changing the tempo.
