Hi,
Long time Samplitude user - Just testing Audacity for first time as have friends that want something like this.
I initially tested for audio overdub sync, which was out. After half hour found out about loop back latency settings.
Set it to generate a 1 ms tick click track.
Hit record, stop, record, stop, record, stop, record, stop.
Every take is at a different place on the time line -in my test upto 11 ms apart.
This is bad bug.

Which version of Audacity are you using?
Where did you find latency settings in Audacity 1.2?
It is normal for latency settings to change if you change other configurations, such as changing to a different sound card or changing the sample rate.

No settings were changed between takes. Simply Rec, Stop, Rec, Stop, Rec, Stop - then compare timing of multiple takes. Each take is at a slightly different position. Just to clarify - I use thed latency test to set the the 'latency correct' figure, however, each succesive take puts the take at a slightly different start position as below:

There will always be some amount of variation, but 12 ms seems rather high (though it will still be barely noticeable).
Just tested on my (cheap) laptop with on-board Intel sound - the variation here is within 4 ms.
Setting CPU priority to Background Services rather than Programs may help. (this is probably the single most important "tweak" for improving sound system performance on Windows).
- Control panel select "system"
- Go to "Advanced system settings" and then the "Performance" tab
- Set processor scheduling as "Background Services"
- Click "Apply" then "OK"
There are other tweaks that you can try, but keep a list on paper of any other tweaks that you try so that you can undo them if anything breaks.
