Duplicate labels

We are using Audacity to record for a talking newspaper, under XP. Ctrl-B has been re-mapped to L. Recordings may end up as several tracks but seem to output OK as a single wav file. With Multiple Export to create a CD, we get extra tracks,usually about 1K, and zooming in finally shows two label flags very close together. FilterKeys appears not to cure this. Can anyone help to resolve this? Thanks.
