latency in playback while recording
how does this issue get resolved?

Some delay problems don't. Which delays specifically are troubling you? Don't use the word "latency."

there is like 2 to 3 second delay before I can hear what is going on. I am playing a guitar thru the mic input on my pc. I've used another recording softeware program before and the issue was fixed by changing the buffer rate but I can't seem to find anything like that on this program.

Close. If What's Going On is the original track playing back to you matching up to the combined tracks on the timeline, then you want the Audacity latency settings.
Edit > Preferences > Recording > Latency.
You can set that so that when you sing exactly in time, the combined track is in time, too.
Do you want your voice to come back out of the computer instantly when you sing? You can get software playthrough (another preference setting) to sorta get that, but that's always late. Turn that off.
The only other way to do this is by managing the Windows Control Panel to send your live voice back to you. We may need to wait for one of the serious Windows elves for that one. That's not an Audacity setting.
