I just installed audacity and was going to convert cassette to WAV, hit record and got an error message that said ERROR WHILE OPENING SOUND DEVICE. PLEASE CHECK THE INPUT DEVICE SETTINGS AND THE PROJECT SAMPLE RATE.

I've tried to figure this out but I can't. Anyone out there know how to correct this?

it would help to have a lot more information.
what is the sample rate set in audacity? set it to 44.1 and then 48
do either of those work for you?

what is the rate for your sound card? which sound card?
what other settings are selected for your sound card?
what pc what opsys etc. they all work differently.

Also try resetting Audacity Preferences to 44100, 16-bit, Stereo. Restart Audacity. Those are very popular settings an different from Audacity native.

And do share some of that with us when you find out. We can't see what you have there and it's rare that somebody tells us too much detail.

External USB sound card?

If you are on Vista or Windows 7, you may need to go into Windows Control Panel to enable the particular input device you are using.

See this part of the wiki page for Vista. Windows 7 is very similar:
