Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Plug ins

I tried installing Blue Cat Stereo Chorus. I believe I put it in the correct folder. I checked the box to have Audacity check for new VST plug ins, I restarted Audacity. Am I supposed to see the Blue Cat name in the list of effects now? I dont think its there. Any help would be great.

If it is installed correctly AND if it is supported by Audacity AND you have VST support enabled, then yes you should see it listed.

It is sometimes necessary to place the .dll files for the effect into the Audacity Plug-in folder for Audacity to pick it up.
To enable VST effects in Audacity, the option must be selected in "Edit menu > Preferences > Effects".
Audacity must be restarted (with "Rescan" enabled) before the effect will appear.
Audacity does not support all VST effects and does not support any VSTi (VST Instruments). I don't know if "Blue Cat Stereo Chorus" is supported or not.

More information about VST effects in Audacity here: http://wiki.audacityteam.org/wiki/VST_Plug-ins

(For Audacity 1.3.12 you should not install the "VST Bridge" plug-in.)
