Will not change bitrate in a project.
I have audacity on w7 64 bit and it wont change the bitrate of a project from 32 bit to 16 bit. I have done this successfully with 2 other projects. What happens is I select 16 bit pcm and it changes it, but when I export it it is still 32 bit. I have reinstalled it.

"Projects" don't have any particular bit depth.
The audio in each track has a bit depth, but you can have multiple different bit depths within the same project.
When you Export, the export file format determines the bit depth of the exported file, not the bit depth of the audio in the project. So, if you export your project as a "16 bit Microsoft WAV" file, then the exported file will be 16 bit, irrespective of the bit depth of any of the audio in the project.
When you Import an audio file into an Audacity project, Audacity will convert the bit depth to match the "Quality" setting in Preferences ("Edit menu > Preferences > Quality").
It is generally best to work in 32bit, and export in whatever format you need. 32bit is the default Quality setting.

I need it for hldj for counter strike source. I am exporting in a 16 bit wav.

If you are exporting as 16 bit WAV, then the exported file will be 16 bit wav. What's the problem? Why do you think it's exporting 32 bit files?

Because it wont play in hldj, which requires 16 bit. when I import it agin it is 32 bit.

If "Edit > Preferences > Quality" is set to 32 bit, then all imported files will be converted to 32 bit when you import them, regardless of what format the actual file is.mamaloney wrote:when I import it agin it is 32 bit
If you right click on the file and select "Properties" then look at the advanced audio properties, what does it say?
Are you sure it's not just that hldj requires mono or stereo and you are using the wrong one?

What does hldj need?
(For example "16 bit (Microsoft) PCM 44100Hz stereo WAV" )
You need to say the format, the bit depth, the sample rate and mono/stereo.
