No volume when recording

I am not getting any volume when I am recording. My Recording Preference is set to USB Audio CODEC; my Recording Device is the same. All volume controls are on max. The oscillation lines are very minimal on the screen; both the red and the green meter tolbars are moving to a max of -21. I have Vista.
