That depends on what the problem is.
Is your recording too soft? too loud? distorted? are you recording anything at all? What are you recording from?
If you are recording from a USB device, then the computer hands over control of the sound system to the USB device, and the only way you can control the recording level is with whatever volume control comes with the device, if any.
More detail about your setup will help us answer the question. Model numbers are a good idea.

In 1.3.11 this happens on my laptop (XP-PRO-SP3) - in this case I am not using a USB device, rather it is using the onboard RealTek soundcard. I can still control the sound by using the RealTek Audio Manager.
I believe the developers are aware of this bug - I did report it for 1.3.10.
Curiously though, given Irish's posting, on desktop PC (XP-HE-SP3) which does have an external USB device attached - the input slider is not greyed out. It can move but has no impact on the input signal which has to be controlled from the USB device. There are some other bogs with these sliders whereby on this desktop m/c the sliders are ganged together (and move in unison) and the output slider has no affect on the level of the output signal. This has been the case since 1.3.10 and has been reported to the developers and is on the bug-list.
