LAME Help

I think I have everything I need downloaded and whatnot but I can't get LAME to work. It is downloaded but I don't know how to save things into the library, this wondows 7 business is confusing. Any suggestions?

Which Lame file did you download, and where did you download it from?
Where is the file you downloaded now?
