Lame library won't install correct

Hello. I'm new to this forum.
Please answers in easy-english. I'm Dutch.
On a old laptop, designed for Win98 is running XP home.
Realy light installed. No email, no WMP, No internet, no firewall, no virus scanner.
The laptop will be dedicated to audacity, recording a church service.
Before it wass running fine on Win 2000 and audacity, till the hdd crashed (clicking sound).
The hdd is replayced, XP home installed.
At the moment, Audacity 1.3.9 is running.
Also FFmpeg and Landspa.
But i can't get Lame 3.98.2 working.
It is installed, but on settings / library, when i'll point at blablablaAudacity 1.3.9Plug-Inslame_enc.dll
It says thet it won't recognise the file.
And on my home-desktop it will be fine.
Tried everything like download again, older version audacity..., updated SP3, noting seems to be working.
Anyone a idea?
