I'm surprised that I can't work this out, as I've used lots of audio editing software and this is a fundamental function. How do I nudge the cursor just a tiny amount in Audacity? I just can't seem to be able to do it.

Make sure that you do not have "Snap To" selected (near the bottom of the main Audacity window toward the left).
You should then be able to do a number of "nudge" type things - try the left right cursor keys, then try while holding down the Shift Key, then again with Shift+Ctrl keys.
