When you click the red box X, upper right, the form immediately reappears. Possibly someone is referencing a something on the form and it reloads. I have a program with that problem that I have to fix one of these days...

However, File>Exit works.

Look in Preferences, the Interface panel in Behaviors--is "Closing last panel quits Audacity" checked?
