Distortion on MP3 lame 1-1-2009 with 1.3.11 Win 7

Just FYI
I've been happily using Audacity 1.3.8 and then moved to Windows 7.
Now when I save a radio broadcast it works fine in WAV but in MP3 with latest lame_enc 1-1-2009 the result has a flutter or distortion or fuzziness or burble on top of it.
I tried it on a previously saved WAV file and the result is better although still fuzzy so it may be some interaction with any reception hiss or noise in the signal.
