Vst plug ins dont work

hello im using a windows xp and i have audacity 1.3 beta and i keep trying to put the vst plug ins for more effects and i did the whole procedure and it doesnt work and everytime i try to download lame for the site it says 403 forbidden and its not my firewall blocking it any help?

i tried downloading a file i downloaded before i think it was laspda and it had about 60+ more effects and i cant find it anymore it had flange and everything im looking for that effect

Are you setting Audacity to rescan VST's the next time it starts?
Not all VST's are supported. VSTi (instruments) are not supported and some VST effects are not supported.

Ok i downloaded LADSPA plug-ins 0.4.15 installer

and i did everything i seen them download and audacity rescanned it yet nothing pops up

Did you "run" the installer?
Those LADSPA plug-ins need to be installed (you will need to have Administrative permissions to install the software)
