audio selection too broad

Not sure how to title the subject for this problem. I recently up-graded to the 1.3.11 version so I could 'fix' the problem of extra audio tagging along during the export process. Now my problem is that when I want to mark individual tracks I am cannot select the exact location where I want to. It will show only to the nearest 1sec. portion of the file. How can I fix this? Thanks...

Turn off the Snap To setting - see bottom left of Audacity Window - untick the Snap To box
