I finished my mix and now I want to burn a cd that will sound better than the last one which has volume changes, some distortion.
How can I burn a CD that will have a clear sound when playing on high volume?

Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.
The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Nothing? I just need the whole play at the same volume and as loud as possible while clear.

If you are getting distortion on the finished mix, it could be because of the way that the tracks are mixed together in Audacity. It is possible for each individual track to be recorded at the correct level, but when they are mixed together they go above the 0dB level, (shown as 1.0 in the default track display) which is the maximum level you can have without distortion. To get the maximum volume without distortion, the loudest part should stay below 0dB.
To fix this, you need to reduce the levels of the individual tracks before you export.
Use Effect > Amplify and reduce each of the tracks by the same amount, so that you don't change the mix, (try reducing by 6dB for a start). Then, In order to see what the levels will be in the final mix, use Tracks > Mix and Render, which will create a single mixed track from all your individual tracks, without exporting. You can play this in Audacity to see what the exported mix will sound like.
If you click View > Show Clipping, you will get red vertical bars anywhere there is clipping, and resulting distortion. If you get this, go back and reduce the individual track levels by a greater amount, and try Mix and Render again.
