Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Tried installing audacity today and have tried a couple of test recordings.

Deleted earliest tests but now Audacity page has frozen and cannot even be minimised. I have a message stating "can't open file" then gives location and finishes "error 3:the system cannot find the path specified"

You may need to force quit or Ctrl-Alt-Del and close the application.

Did you try to write dates in the filename? The slash mark is not good in filenames. Write dates 20091202.

Upper and lower case letters, numbers, underscore and dash. That's the whole list of safe characters.
