If I install audacity 1.3.10 over old version 1.3.9 (or even already installed 1.3.10) , I get some errors while installing. This happens with some .css files.
I translated it into english
Error: Can't create a file, If it already exists.
Windows XP (Service Pack 3) [5.1.2600]

Try installing it as an Administrator.

I was logged in as administrator.
I also didn't see this behaviour in previous versions of audacity - and I already used all beta versions of 1.3.x

OK, I see the problem (though the issue was a little obscured by posting it in the Audacity 1.2 part of the forum).
If you previously had Audacity installed in the directory "C:Program FilesAudacity 1.3 Beta (Unicode)" and had installed an earlier version of the manual, and then install the current Audacity 1.3.10 version (which includes the manual) into the same directory, then an error message is produced.
The workaround is very simple - just delete the old Audacity folder (or at least the old "help" folder in the Audacity directory) before you install the new version.
I'll put in a bug report about this.
